Helb Chief Executive officer, Mr. Charles Ringera has issued a rather controversial statement, that NO graduate will be enter the job market without producing the clearance certificate from Helb.
He says that this is a policy which is in the making and might be implemented very soon. Any graduate who wants to be employed either in the private or the public sector will have to part with Ksh 1000 in-order to get the Certificate to either prove that he/she is servicing the loan or has cleared it before being allowed to start a job, that applies to both the beneficiaries and the non-beneficiaries.
The institution which has been on the spot for failure to release cash to students on time, with the recent incident leading to the demonstrations that rocked Haile Salassie Avenue and University Way when Technical University of Kenya and The University of Nairobi respectively demonstrated engaging the anti-riot police in endless running battles, and causing a massive traffic menace around the city in the process.
The news is not likely to be received well by the students. Some have already questioned that how can on be expected to pay the loan without getting the job first. It is also expected that the KUSA officials will be watching the move very closely since they were not consulted in the process as stakeholders affected by the said decision.
Helb has also been complaining in the past that its funding from the treasury is below their target thus making it hard to fund all the needy applicants who apply for the loan. In addition, it has complained that many of the former beneficiaries have defaulted in the payment of their loans, this are some of the reasons many believe has prompted the institution to come up with such a controversial policy.
